The Norfolk Federal Building is an 8-story building dating from the 1970's. The building's facade was originally red brick, in the international style. The facade had deteriorated so poorly that portions of the facade were falling from the building onto the streets and sidewalks below. All of the building’s exterior walls and window systems were removed. New white concrete precast panels, structural framing, and new windows were installed. The work was completed in the mid-1990's while the building remained occupied.
